In the previous changes, chgrp and chmod were put on the critical path of
directory creation and file copy/mv
These should not be, for instance existing users may not have hive-users in the
same group as hive group, so chgrp would fail if they turn on the flag
""hive.warehouse.subdir.inherit.perms".
