Summary: Support boolean PPD for ORC

Currently ORC does collect stats for boolean field. However, the boolean stats
is not range based, instead, it collects counts of true records.
RecordReaderImpl.evaluatePredicate currently only deals with range based stats,
we need to improve it to deal with the boolean stats.
