I'd propose the following approach:
(1) [Similar to test Tez
tests|https://github.com/apache/hive/blob/trunk/itests/qtest/pom.xml#L500],
when we are building with Hadoop-2 generate a test new
{{TestEncryptedHdfsCliDriver}}.
(2) Choose a subset of q-file tests which will run via this configuration.
(3) Use the [init
file|https://github.com/apache/hive/blob/trunk/itests/qtest/pom.xml#L517] to
setup the encryption zones and directories.
