I'm not sure it makes sense to be backporting changes like this to 1.3, but in any case... Why are we not using the same alias as in 2.0, ie. "Alias /manual ..." instead lf "Alias /manual/ ..."? If you do it like it is done in 2.0, then you do not need the trailing "/".
