Compiles, builds, runs on Darwin 1.4 / Mac OS X 10.1:

Tested with the httpd-test perl-framework. I haven't figured out yet what
the individual tests mean and inhowfar failing is bad... may spend more time
on this time permitting. Attached the outputs of both the pre-installed
Apache 1.3.20 and the 1.3.21 tarballs; results are below.
