I disagree almost completely.  If you are truly dedicated to the ASF
community, you will understand the cautiousness necessary in deciding who
has commit privs.  It also has to do with patience - if a person draws
ultimatums trying to get in, what are they going to do when something
doesn't go their way in some other aspect of the project after they have a
vote?

Yes, some people who are impatient or just want commit privs to have the
power may stop donating code, but not people who truly want to see the
community continue, improve, and prosper.  Personally, I wouldn't want the
former to have a vote, because it means a watering down of the commitment to
the community vs. self-satisfaction and hidden agendas (I'm by no means
implicating the aforementioned persons in these discussions, I'm just
stating the overall perspective).  Anyone is free to correct me if I've
gotten the spirit of all this wrong, but this is what I've gleened from
discussions and reading over the last few weeks of starting my participation
in the community (mainly with jakarta right now).

It's more a problem with rights (although I think I remember seeing
something CVS related as well).  Once a person has commit privs, they have a
vote over the whole project.  If he's only supposed have commit over E-K
they'd have to make a special rule (and not to mention the contention that
could be created by having to tell someone "Oh sorry, you can't vote on this
decision").
