How about just 2.3 ONLY ?. The problem is there are no data points available
to see if anybody (other than you and me) is interested in getting mod_ssl
to work with < 2.3. Further, I'd not be surprised if RSA tries to push ppl
to use the newer releases - in which case, we can just enable for 2.3 and
later.

Oh yes definitely - I'll break it into small patches and commit them
seperately.
I had no intention of committing it to the 2.0-dev.
