With all due respect, I don't think the following scenario will be logged by the patch; it only reports when the attempt to read the initial request line fails, not when the socket is closed prior to data transfer terminating. At least, that was the intent.
I'll leave it to Ivan to try and make the case within the context of mod_security, if he chooses to. Reinstating the notification message was basically his request in the first place.
