Yes, but what you're seeing is a bunch of feedback that says, "Apache
is the wrong level for the providers. Put those down at APR, and then
build some Apache-specific support logic on that."

IOW, the connection pool logic tied in with the server... great. And
Apache can have that. But all that builds on basic infra that is
located in APR(UTIL).
