Then, we should just update to Jackrabbit's license clause if we're
going to have churn in that area.  But, if we're going to touch it,
then we should change it to the 'right' thing instead of continuing
down the wrong path.

We want to minimize the number of diffs in a release.  That's why we
generally have not done this on release branches.

If we're dead set on doing anything, I would suggest that we just go
change everything to match Jackrabbit.
