I think using a provider architecture would be best and keep complexity out of mod_cache. Some module(s) would implement the necessary cache management functions and mod_cache would push/pull/probe the "manager" using this interface. The manager may or may not be tied to the storage provider. We may have enough "generic interfaces" already to allow completely "stand alone" cache managers.
