I prefer having a bug report because it makes references to the problem easier in commit and CHANGES logs. But of course sometimes patches need to be discussed on the list. If you feel the need for discussion on your patch please do it here and not in bugzilla. Feel free to bug us on the list or via the report from time to time if a patch gets stalled.
