AP_FTYPE_PROTOCOL before AP_FTYPE_CONTENT_SET sometimes in 2.2.10

Hello.

ap_http_header_filter (AP_FTYPE_PROTOCOL) sometimes executed before my
AP_FTYPE_CONTENT_SET filter.

Any clue how that can happen?

As a result, my output header in not added.
