How about putting out a call for volunteer community maintainers and let them take over the project. Make it clear on the home page and bug submission pages & e-mails that ASF is leaving Bugzilla and other fora as a courtesy to the 1.3 user community. Any concerns should be sent to the volunteer maintainers.
Hopefully there will be several volunteers. If nobody is willing to step up and do the work, I think that answers the question. If there are no takers, change the workflow such that new PRs are "noted" and change the assignment email address to "|/dev/null".
