I recently tried to use mod_setenvif and mod_geoip to block access from 
countries rife with hackers.

I wasn't able to get it to work (see my posting on users).

But in trying to figure out why it wasn't working, it struck me that there was 
no quick and easy way to debug the problem.

I'd like to propose a debugging option that, when enabled, would log the 
requested URL, plus the matching filename and line number of whatever directive 
ended up making the determination of the access.

That shouldn't be too difficult, right?

What do you all think?  Worthwhile?
