stuff still in 2.4.x/STATUS
stuff in 2.4.x/CHANGES other than mod_lua fixes

There's any number of reasons why something is in trunk but never proposed
for backport, so I didn't consider it.  (IOW, it needs at least one
proponent to potentially be in a stable release.)
