Force Apache server to use a same TCP sequence number for each TCP connection

Hi,
How can force Apache server to use a constant value sequence number in all
the sessions? Is this possible?
I'm an Msc computer engineering student and I need to do this in one of the
steps of my thesis implementations.
I would be happy to hear your response.
