I wouldn't be opposed to merely blocking all gmail/yahoo/freebie email
account type domains from ever commiting anything to ASF bugzilla sites.
Sort of draconian I know but not entirely a crazy idea.

ps: in the past I have firewall blocked entire continents and everyone
was happy ... however that was just real world business sites.
