The tedious parts of the release are not really multiplied by a new
candidate, so it is not a big deal to respin.

ah, I was trying to compile rc1 all morning (on Visual Studio 2022) and hitting missing apr_crypto_equals symbol errors - happy to see that this will be solved with the above pull request.



This also means we can revert the APR-util required version bump and the
Windows build works again in CI. +1 here too for 2.4.x, can I get
another backport vote?
