Hello

I submitted bug 70270 and I seek feedback for my patch for it
https://bz.apache.org/bugzilla/show_bug.cgi?id=70270

Quick summay: Starting with apache 2.4.69, mod_cgid performs more
sanity checks on inputs, including an abitrary limit of 256 entries
in the envirnoment. This breaks some setups with no meaningful
error message and no workaround.

My change adds a directive to make that limit configurable, and
an explicit error message when the limit is reached.

I also changed other inputs limits that could be too low in
some situations, but I suspect those checks are useless because
they are already done by calling code. I am not completely sure
of that.

Opinions? Thoughts?
