It's not fully back :( I still see builds getting queued up for a long time. I reached out in the #asfinfra slack channel and they replied saying that this was a problem across Travis last night. But we still see problems, so it's good to follow up with them on slack.

We can use that to ask for help since I don't want to create duplicate tickets if you already created one.
