Regarding binary artifacts clean-up: deletion is up to the package manager. Maven central does not allow deleting published artifacts: https://central.sonatype.org/faq/can-i-change-a-component/ , while Crates.io and pypi.org do allow yanking published artifacts to prevent being used. For consistency, we can just leave binary artifacts in the package managers as is.
