According to the annexed post to the infrastructure list, the
JIRA/Subversion integration is enabled.

You just need to put the JIRA ticket ID as the first line of the log:

At my day job, we've been using the integration feature to the extent
that we now expect all SVN logs to reference a JIRA ticket. For
infrastructure tasks, like working on our web site, we have running
JIRA tickets, and whenever we work on that task, we reference the
running ticket. Many documentation pages have their own JIRA tickets
that we reference whenever they are changed. If nothing else applies,
we have a running "status" ticket for each week, which we reference
for miscellaneous commits.
