Create a test that will assert the following conditions in a running cluster
while server nodes are (forcibly) killed and restarted:
* even distribution of partitions
* safe distribution of partitions (where data will not be lost if a single node
is killed) - this means the cache is configured with a backup count >= 1 and
partitions are backed up to a different node from the primary
