IGNITE-2671 Node cannot join topology when cache lock is held.

Hi, Igntrs!
Im working on https://issues.apache.org/jira/browse/IGNITE-2671 .
What is desirable behaviour ?
When new node joins topology, it got changed, so should we ignore key lock
in this scenario?
