There were new cache metrics getRebalancingPartitionsCount() that we can use to
detect that rebalancing in progress instead of passing partitions states map,
that can take a LOT of memory in case of many caches * many partitions, for
exmple 400 nodes x 1500 caches x 16000 parts.
