Page write throttling incorrectly calculate average checkpoint write speed in
some circumstances (gets wrong interval for calculation), this leads to parking
threads for too long.
Root cause: {{PagesWriteSpeedBasedThrottle.onMarkDirty()}} should not open new
interval for {{speedCpWrite}} after
{{PagesWriteSpeedBasedThrottle.onFinishCheckpoint()}} until new checkpoint
begin.
Reproducer: {{PagesWriteThrottleSmokeTest#testThrottle}}, currently always
failed in master
