The release of Apache Ignite 2.18.0 RC1 has been declined due to the sufficient issue according to release_notes.

I think we need to fix the RELEASE_NOTES.
- Mention all changes to experimental APIs (!)
- Remove all internal refactorings (!)
- Use consistent formatting (add -> added, end sentences with ".")
- Mention removed APIs (if any)
- Mention deprecations (if any)
