Patch Set 1: My feeling was that we generally be referencing a fixed version of the toolchain artifacts in most cases (rather than using "latest"). I think it could be useful to have that pointer, but I'm not sure that it's the right thing to use for many use cases (beyond people experimenting with a new toolchain build). E.g.
