1. Call for a formal graduation vote on dev@. 2. While that is happening, let general@ know we are voting. Should the dev@ vote pass: 3. Prepare a charter with the community. 4. Start a discussion on general@. Should the discussion look mostly positive: 5. Call a vote on general@.
