### What happened
The managerctl tool crashes when starts with -h or --help argument:
./managerctl -h
Exception in thread "main" java.lang.NullPointerException
at
org.apache.inlong.manager.client.cli.CommandToolMain.run(CommandToolMain.java:86)
at
org.apache.inlong.manager.client.cli.CommandToolMain.main(CommandToolMain.java:62)
### What you expected to happen
Gives usage info rather than die.
### How to reproduce
run ./managerctl -h or ./managerctl --help
