hmm, I'm not sure if there is any simplicity ... Why? You want to
move all mime / icons stuff to separate packages and you have to
handle these mime / icons things in the -menus packages too, because
you have to link them to the proper places. So, the end effect is -
smaller packages, more logic, more errors ...

If you are arguing that the end user have to download all these
icons / mimes twice, three times, ... Simply put these files in
a separate directory like langpacks and do not pack them.

  See PJ builds:

   o ftp://ftp.openoffice.cz/devel/680/.../
      - .tar.gz - OpenOffice.org core, apps, ... - one language
      - langpacks/ - remaining language packs

So, why not to place these integration packages in directory like
menus/ and let the user download just one integration
package. Nobody will be forced to download mime/icons twice or more
  times.

Nice example of good package splitting is -core, -writer, -calc,
... I have to install -core and than, I can use -writer or -calc or
both of them. -menus packages is different case, because you're not
choosing if you'll use -suse, -mandrakelinux or both of them, but
you'll use -> just one <- package for your system. In other words,
why to create additional packages when there will be (always) just
one package which will be requiring -icons, -mime-types?

Still don't see any advantage of this solution ...
