this is a reply to *very* old e-mail from me.

This is not yet completely done, but we properly support --with-dict=ALL,
so this is not to be patched anymore. In fact there is an issue to remove
this (#i41522#).

   > - in e.g. dictionary/cs/, put cs.lst file which will contain entries from
   >   makefile.mk in the same format as dictionary.lst holds

Dictionary directories now contain own dictionary.lst file.

Still to be done:

   > - extend the dictionary.lst handling to allow more files
   > - pack cs dictionary files into cs language pack where they belong
