Currently, we use release/{major}.{minor}.{patch} as our tag stale, e.g.,
release/0.11.2.
However, it may bring some troubles for some languages like GoLang.
As discussed in [1] and reference [2] in PLC4x, I'd like to call a vote to
change the style to v{major}.{minor}.{patch} e.g., v0.11.2.

[ ] -1, disagree and explain.
If passed, we will use the style from 0.12.0 on.
