ISIS-987: UserRegistrationService, along with initial (very crude)
implementation of the RegisterPage.
for now, can test using:
http://localhost:8080/wicket/wicket/bookmarkable/org.apache.isis.viewer.wicket.ui.pages.register.RegisterPage?username=fred
