Tickets could be assigned only to members of the project.
This should not stop you though! You can create a Pull Request at GitHub for
things you find interesting to you and useful for the project.
But as Dan said there is no point in adding the infrastructure for
javadoc+apiviz if no one will add the needed Javadoc doclets later.
