Fix For: 1.9.0
Useful for writing unit tests, where want to "new" up a subscriber after the
Isis runtime has been bootstrapped.
To minimize regressions in anyone's production code, will hide this behaviour
behind a configuration property. Automatically enable for integ tests, but
disable otherwise.
