ISIS-2158: introduces managed bean WebAppConfiguration
- instead of IsisConfiguration we bundle some configuration logic with
WebAppConfiguration
- yet makes the menubar.layout.xml mandatory, needs refinement if we
want to allow absence of a menubar.layout.xml
