ISIS-2709: fixes permission seed data:
- h2 console perm was incorrect
- simplify perms for isis.feat and isis.conf
- fix secman regular role fr ApplicatoinUser#effectiveMemberPermissions and
filterEffectiveMemberPermissions
- make secman admin role hae h2 console
