Consolidate Versioning configuration with generic workspace config.

The versioning configuration is the same as a normal workspace config. So it
would make sense to allow the same defaulting mechanism as it's used for
workspace configs.
Suggest: if <Versioning/> element is missing, use the workspace config template
with a workspace name of "version".
