Add seperate configuration for blobstore

currently the blobstore of a persistence manager cannot be configured
individually. its is implied in the configuration of the persistence manager
(e.g. useExternalBlobs param).
suggest to introduce new <BlobStore/> configuration as nested element of the
<PersistenceManager> configuration.
