As discussed in

PROTECTED] and JCR-955, it would be useful to have a reusable set of servlet
components for accessing and exposing repositories in various configurable ways.
My plan is to refactor the current RepositoryAccessServlet from
jackrabbit-webapp and place the resulting servlet components in
jackrabbit-jcr-commons, with servlet-api as a new optional (or provided)
dependency.
