Looks like we're in a transitional phase with our release process, so I'd rather be pragmatic and relax the release policies to give Sling what it needs instead of holding things up until we come up with a more solid component-based release process. Agreed, I'm beginning to think that we should go for a fully component-based release process starting with 1.5. But that would require some restructuring in trunk, so I prefer to relax the rules temporarily for the 1.4 branch so we don't stop progress for downstream clients like Sling before we're ready to go granular in the trunk.
