currently, the JcrPackageRegistry and the FSPackageRegistry are independent and
can't resolve each others packages.
There should be a CombinedPackageRegistry that implemented the PackageRegistry
and delegates and combines the features accordingly.
This combined registry might be obtainable via the Packaging service.
The question is on how to decide the storage location for package registering.
possible solutions:
- based on package type
- add a new argument to the register method (StorageType.FS / StorageType.JCR)
