A new parameter of type 
https://maven.apache.org/shared/maven-artifact-transfer/apidocs/org/apache/maven/shared/transfer/dependencies/DependableCoordinate.html?is-external=true
 makes sense as the hook should not be listed in the project's or plugin's 
dependencies.
