I get slightly different result with FileVault Core deployed as well:

However, the impl classes are deliberately not exported for usage by other
bundles, therefore in its current state you won't be able to use the validation
JAR in an OSGi container.
Before trying to come up with a fix, please elaborate, why you think that
FileVault validation would be useful to deploy into an OSGi container (where
you usually have the full repository context at hand).
