Currently a package of type {{content}} having a filter root targeting
immutable content does not lead to a validation issue (as long as the actual
immutable nodes are not contained in the package). However such a package
cannot be deployed to an Oak Composite Node Store as also removing of nodes
within the immutable repository locations does not work.
