https://issues.apache.org/jira/browse/FELIX-6794 is the reason why it's
hanging. For some reason, in this case, java.io.tmpdir is broken
("C:/WINDOWS"), and that directory is not writeable.
The patch for https://issues.apache.org/jira/browse/FELIX-6794 breaks the loop
(after 100 retries), providing diagnostics.
