Just so we have consistent email moderation and whether the moderators
let the sender know.
If an email that drops into the moderators' inboxes is let through, the
sender is not subscribed and won't see replies.
What should the general approach be?
Let through or ask them to subscribe and resend?
If let through, what to tell the original sender?
If not let through, how do we avoid multiple moderators emailing the
sender? (which is not a good use of moderators time)
(This may explain the phantom emails though.)
