[rdf:XMLLiterals in RDF
1.1|http://www.w3.org/TR/rdf11-concepts/#section-XMLLiteral] are slightly
different to before. The requirement on the canonicalization becomes part of
the canonical form of the literal, not a requirement of any valid
{{^^rdf:XMLLiteral}}.
The effect is that the literal must parse as XML but there are no c14n rules
(e.g. no <br/>, attributes do not need to be in sorted order).
